Messages are sent via the carrier SMS email gateway using your SMTP settings.

For each letter A–Z, loads users whose last name starts with that letter (same rules as GET api/users/search?searchTerm= with a single letter). For each user with a cell number, resolves the SMS gateway carrier (Numverify and/or App_Data/npanxx_carrier_map.csv) and saves CellCarrier on the profile. May take a while and use Numverify quota if configured.
